They don't, although sometimes my friend and I have encountered a glitch wherein we exit the game while stationed at a large island, and then reenter, and the screecher, puffer fish, and sometimes sharks, have all respawned. Now it takes much longer to loot after killing them, it's terrifying having two more right behind.
also, with the new update, did they take out the "puffer fish are located under the grease patch" idea... and they're just randomly surrounding the large islands? Repeat.

Poison-Puffers no longer follow the player indefinitely. As I was backing away to line up an arrow, I went up the side of the island and onto the land, the Puffer done it too.

They’re spawning differently now as I see it. I've found 3 is most common, I think I found 5 once? When planning to dive near large islands, listen for the unique sound, and avoid the area. Poison-Puffer's mechanic reworked. Pufferfish are only found around the bigger islands (the ones with the big trees you cannot cut down). The fish will turn around and start to swim away. I usually find 3 or 4 per island, but I've been to an island without any. I can tell you for a fact the large island that is note-able by its large mountain peak has 4.
